The Theodosian Codex is the proposed formal Constitution of the Kythiran Empire. It has several goals:
- Formally establish a Constitutional Monarchy under the Viromaro Dynasty
- Protect the rights of all Kythiran citizens to prevent a revolution of the masses
- Protect the autonomy of the six Kythiran kingdoms to prevent a second Reforma Carta
- Make a clear and stable system of succession to prevent major crises
